When I called, the man who answered greeted me with “Hello, this is Social Security Administration”, so they might switch between which services they offer, or do both at once (or maybe just simply got confused). I’ve gone ahead and applied that tag to your post as well.
They just answer the phone and immediately start swearing and hang up
