The HTTP Port is open, therefore the IP redirects to a webpage. But unfortunately, the only thing it gives you is a countdown until it redirects again to a private IP (which links to the login page for something).

Here’s some script kid action:

I was able to determine that the open port [http:80] - is the default modem redirect for Alliance Broadband (their ISP). The redirect sends you to a private (internal) IP for managing your modem/router. (http://10.254.254.34/0/up/) – this is only accessible from the local network.
