When you call a number and it just hangs up what does that mean?
I got a call from what seemed to be legit and when I called it back it just hung up.

Could mean the number is down, or rejecting calls (in general, or VOIP)
Usually fishing. There are people who just call numbers and see if an actual person answers. They forward the numbers to scammers and other spammers as a “valid” number.
