If you want to report a scammers buisness and get their possible loc or just their IP let me know. Note: I can not get the ones that have cloudflare. I have not yet learned how to do that.
I think you mean finding the IP of the hosting?? That has nothing to do with the scam, scammers just pay someone for that IP so that they can host code there, usually there’s no manual review of their sites.
If they use a mail server you can usually find their IP in an A record (mail.domain.com or something similar)
Cloudflare does not support proxying SMTP connections so the source IP is always exposed if they are running a mail server on the domain.

It depends. A residential IP is usually assigned to a specific customer or neighborhood, which could be helpful in a subpoena. Also, an IP gives some rough geolocation data, and it can show the ISP, so comparing the ISP to the IP itself might reveal more precise information about location.
