I’m Indian and I have an Idea to turn them against each other.
Record audio message in both Hindi and English which says "Listen Carefully! This is a message from Police. We know that you are scamming innocent people and your office will be raided in few days but atleast you can be saved from this. To avoid getting arrested during raid, you have to surrender to police in next few days. You will also be rewarded Rs. 1 Lakh (Around $1500) as you will be doing a good thing."
Better to get this recorded from Indian to make it feel like a legitimate Police Call.
Contact information of FBI can be given instead of Indian Police. This makes sure that FBI can pressurize Indian Government to take action.
Then, use this audio message and flood all their phone lines using different numbers. This will atleast scare them and hopefully atleast few will report proper location to Police to avoid getting arrested (and for reward).
