I can confirm that the ownership of the first site seems to be fishy, and the second is interesting as well, will come back with more info soon
upon further investigation I would say that the ownership is not legitimate. the website is “owned by” a man in his late 80s. the person using it for a scam may be involved in identity fraud, aka be careful when contacting them
