Hitting the "Transfer" function of a PBX

I have tried hitting the “#” DTMF key once the call center picks up. Right away a ladies voice says “Transfer”. I try hitting some DTMF digits and then it says “Invalid extension”. I have been able to do this on a few different fake IRS phone numbers. This can be done even if a live person answers the phone. Does anyone know what could be happening here? Here is a recording:
