It's too tempting to move on to the next number and think an SSA number is down just because you got a very quick hangup.
SSA scammers will often hangup a series of calls in a row because they don't consider every inbound call to be critical to answer. You can often get them to answer with some Rapid Redial action or straight calling 5 or 6 times.
