That is YouTube playing around and testing out new layouts. I have had the very issue come and go lately.
getting used to right side comments column
I have had it change back several times. You may see that you need to minimize or close comments on a live stream to give a thumbs up or down.

It changes on its own from what I could tell. I tried some of the work arounds but they were banana oil - Junk
