Additional information about this scam: I fount the number on guru, a poster described another scam.
Scammer impersonating the National Institutes of Health. This number is a historical scam number that has been used by criminals for a while. I contacted bandwith.com to report it, they responded that the number is carried through Skype and asked that I contact Skype. Skype said that is incorrect and that they do not have that number on their records. So if anyone has any insight!

This guy told me he specifically targets dementia patients and mentally ill individuals. He says he can tell who is ‘crazy’ so that he can talk gentle and be soft spoken to crazy people and they usually comply. He literally said “I talk very well and soft and they do whatever I want”. Disgusting.

I am not a violent person but I could easily become one. Someone on this site had a good friend scammed of his life savings because he had dementia. His wife left him and he committed suicide.

Absolutely, they are scum.
It makes me think of horrible things to do to people, I am genuinely sad for those who lost a loved one. Man do I want to hurt these idiots.
