I used both a normal cell phone (I know I should not, but I do it anyway) and TextNow. The phone rang a long time with both. Then it disconnected. A computer voice then said something like “The number is not answering.”

THey are answering sporadically. Sound like they are asleep or bored.
They are probably sleepy after smoking ganja.
