Yes, they have been operating this scam for over 2 years on this telephone number. I reported them to FTC and Bandwidth, which is the carrier. I encourage everyone to report these criminals.

So just now I called for the first time this number.
A foreign guy answered as PayPal.
I asked, “Yes Sir, what is your name?”
He replied again that this is PayPal but did not provide even a first name.
I asked again, “Yes Sir, I am calling PayPal. What is your first name?”
He replied, “I told you already that I am with PayPal, motherfreaker.”
I laughed and told him that your anger pleases us every second of every hour of every day of every week of every month of every year of every decade that you criminals work."
He hung up without saying anything further.
I am going to call again to see if they block.
