Additional information about this scam: Reported on directory, this was a weird one. I believe they are a center that is making outbounds, read carefully:


They are answering as “investigation department, how can I help you”.

So treat this call as if they are calling you and you pressed #1 to talk to an agent. I called and they seem like they are picking out ‘prank’ callers:

Sure are. Officer from FTC answered and gave me his badge #, but they don’t have badges at that agency. I connected him to the REAL FTC and he got pretty pissed, lol

EDIT: On my 2nd call he pretty much went the route of SSA scam, with the Texas nonsense of multiple credit cards in my name. Gonna see where this leads to.

As mentioned by @OfclyGoodenough, the carrier is Advanced Communications Solutions. Their owner’s email appears to be [email protected]. I would recommend sending him a demand letter to hold their client accountable. I would use something along these lines:

"Dear Mr. Gleed,

I am writing to you regarding serious concerns related to one of your clients using the phone number (866) 234-4151. It has come to our attention that this client is engaged in illegal activities by impersonating both Walmart and the Federal Trade Commission (FTC). Such actions are not only unlawful but also detrimental to public trust and compliance standards.

As a responsible service provider, Advanced Communications Solutions is obligated to uphold legal standards and prevent misuse of its services. The client in question is violating federal and possibly state laws pertaining to impersonation, fraud, and misrepresentation. This behavior undermines consumer confidence and the integrity of communications systems.

We demand that Advanced Communications Solutions take immediate action to address this issue:

Spectacular! I sent 3 Cease and Desist Legal Demands this week to VOIP filth. I’ve gotten 2 out of 3 companies respond within less than 24 hours! Every time, I had their Chief Legal Officers or at least their Senior Counsel respond. Not to brag, but I think my way helps reap the fruits. It also makes VOIP scumbags’ lazy and dumb network engineers and Compliance people feel uneasy and consequently more accountable. Which is great!

I think the legal demand once again magically worked :wink: Isn’t it beautiful how the threat of legal action and poor publicity makes lazy, greedy and dumb VOIP carriers more accountable? :sweat_smile::grinning:

Despite what some naive and overly optimistic folks here might believe, trying to charm VOIP telecom companies with a pleasant and exceptionally polite approach is about as effective as asking a brick wall to dance. These companies, driven by an insatiable greed, have absolutely no interest in enforcing laws and rules on their networks. In fact, they even lack common decency or other human features. There’s no time for British-style diplomacy and tact here; we need to be stern, mean, demanding, and ready to legally threaten these unaccountable US telecom providers who seem to think that compliance with telecom regulations is just a quaint, outdated concept. After all, why bother with regulations when you can just rake in profits while ignoring the very rules meant to keep them in check?

Thank you! Indeed, soft and diplomatic approaches should be reserved for scared tiny grandmas petting kittens while knitting on benches, not for dealing with these telecom giants who laugh in the face of regulations while raking in record-breaking profits. Seriously, naive people should save the sweet talk for the grandmas – they might appreciate it, but these telecom companies certainly won’t.

Going forward, I may refer to such naive and gullible individuals as “kitten people”.
