Nope…most popup call centers are using VoIP number blockers to stop scambaiters harassing them
They’re adorable aren’t they.
So if you use a TextNow or Google Voice number, chances are you will get a disconnected or dead number sound

Thanks for this information. They are blocking my Textnow and GoogleVoice numbers. So I turned off “show my user ID” on cell phone, called and got through.
What are you using to call them? Do you have a burner phone?
We have several hundred numbers we constantly dispose of and replace with new ones when they start getting too many blocks after many thousands of calls each.
I can show whatever caller ID I want to them anyway, so any blocks they put on or bright ideas they have are futile. 
This one a few thousand digits up from the other one is active also
