I looked it up and it said VOIP line.
Got the same call on one of my burners from this number. He/she said they received a letter notifying them of my death. When I asked who sent the letter he said (and I’m not kidding) “the dept. of death”.
She was SO stupid!! I called her out so many times, and she just kept telling me to go grab my checkbook. “Department of death.” 
Did it sound like a woman to you?
Tough to tell Tilli, but in hindsight very well could’ve been. The number is still active and the VM does in fact sound like a husky voiced female.
I agree, it was a little hard to tell, and I spoke to it for almost 20 minutes.
