I found this site http://www.vpnsecurity4.xyz/ when it popped up from another site. it claims to be a Microsoft support error and full screens along with loud alert sounds

When I tried to call them, I got a busy tone so I am glad that someone could get through

The site is still up, but the scammers removed all the html body content to display a blank page. All of the “root” script is still in the head tag though. Guess they are planning to update it with a new popup.
