Called the dude, he answered.
Told him I was returning a missed call after I received a voicemail saying a family member was in trouble or something. He told me wrong number apparently and hung up.
2nd call: No answer, textnow voicemail.
Batch texting him: “Scam”
3rd call: No answer, TextNow Voicemail.
4th call: Number no longer in service, blocked.

From what Sol said, seems like he has no idea the legal system of the US. Did he have any accent that you could determine when you called? Just curious.
