Is Express VPN a good one to use? Do I need to purchase a router to go with it?

Also I read TOR can be used in conjunction with a VPN, is that added layer necessary, it says it is free and anytime anything is free I get worried I am the product.
No you do not need a new router to use a VPN. A VPN works by connecting to a VPN server, and all internet activity goes through the VPN instead of directly through your internet service provider. It also hides your IP as the IP address that will show up would be the VPN server’s IP.

With regards to Tor, it connects you through 3 different servers to ensure your privacy, though this will slow down loading of webpages. By default Tor also blocks certain scripts from running, so you would have to whitelist sites which don’t load properly.
Some websites will block you from using VPNs/Tor as spammers abuse these services to hide themselves. Remember, you're sharing the IP address of the VPN server with other people.
