If they ever ask for full SSN I usually just give a number close to but not exactly my SSN. Usually gets me through the scrutiny… As a guide I usually use the first 5 digits of my own and make up the rest… That way you can use the state of issue and the approximate year… When they question the year (sometimes they reference a SSN checker) I explain that I was adopted and there was a delay in the issuance of my SSN… That works more times then it doesn’t. Also, write it down when you find one that works… Sometimes they will ask for it again later, good to have it available.
I have one that I use all the time and the scammers are the ones that gave me the year (1984) of issuance.
These scammers are my favorite to hit… We must waste all of their time, these scum are the worst of them all!

I use SS generator or make up last 4 … Refuse to give all 9 digits tho … I usually pick on one number (phone ) and drive them nuts … Troll sometimes or spam call or use sound effects … Just call off hook

Valid agencies will never ask for a full social security number, ever. Discouraging them from asking for a full number, and instead asking for just the last 4 digits, will protect real victims who would otherwise happily give them their full number not knowing any better. It's not because we can't find valid numbers (there are plenty of generators out there to do just that quite easily).
If they do ask for the full number, I politely say I don't give anyone my full SSN, and explain that the SSA would never ask for a full number (and say so on their web site and in their mailings). I may also mention that I have always been told to protect my SSN because if someone should get it, it can be used for identity theft. That last one usually hits home because that is exactly what they are about to say happened to you and why you are in all that legal trouble!
If they insist, then I usually say something like "oh, I was suspicious that this call might not be legitimate, but now I'm sure you are simply a scammer trying to get my information" and hang up on them. I try to make it sound as genuine as possible and don't let them on to the fact that I am baiting them. They need to think that was a real victim that just hung up on them because they asked a stupid question and got called out for it.
If enough people refuse, then they will change their ways. I'm pretty sure they sell names and SSN's on the side, but it certainly isn't their primary focus. If doing so starts costing them money because they start losing victims, they will change their ways.

@josephnormandgrinnell#154220 BTW “Otto Dillon” the exact name is “Uttam Dhillon” There is a real Punjabi Indian American officer with the name Uttam Dhillon. Many scammers impersonate him. I have talked to five different impersonators. Some do not even speak Punjabi. They speak only Hindi (+English)
drwat : I was spelling it phonetically. I thought I heard “Otto” like “Otto von Bismarck.”

I personally know some Dhillons . They are Punjabi Indians, mostly of Sikh religion. Some wear turbans, Overall very nice hard working folks.
