On March 30, 2026, State Police in Seaford, Delaware arrested 51-year-old Dongjun Zou and 47-year-old Wulian Fan, both from New York, for serving as money mules for a common Microsoft tech support scam operation that involved a fake virus popup locking an 84-year-old man out of his computer.
Zou, who has since been released on an $18,000 secured bond, has been charged with
- Knowingly acquiring, maintaining an interest in, concealing, possessing, transferring or transporting the proceeds of criminal activity.
- Theft of $1,500 or greater with the victim being 62 years of age or older, and the attempt to commit.
- Second degree conspiracy.
Fan, who was released on a $5,000 secured bond, has been charged with Theft of $1,500 or greater with the victim being 62 years of age or older, and the attempt to commit.
