Do police use Remote Access Trojans, phishing and Ransomware?

I read stories of them sending emails and attachments to hack into peoples computers, and then they call it a scam. So they can steal your info, and encrypt you with ransomware and demand bitcoins from you or a business and claim there is no evidence and that its cyber criminals. There was a story when they hacked some teenagers pc using a email and boasted about it all over that they hacked him. I know they are also in control of software like orcus and other software for these goals. If they do use them which I believe they do, then the scam of police ransomware is true.

They can its just illegal unless they have the computer but if ernit gose threw they can use anything on the computer as evedence and they dond even have to know there was a computer so rn yes they do but they will never say it in a court of law
