We acknowledge receipt of your recent correspondence regarding your Unpaid Foreign Claim, as previously referenced in the communication issued by Mr. Patrick Hovakimian, Commissioner, Foreign Claims Settlement Commission (FCSC).
The Foreign Claims Settlement Commission of the United States (FCSC) is a quasi-judicial, independent agency within the U.S. Department of Justice. It adjudicates claims of U.S. nationals against foreign governments under jurisdiction conferred by Congress, pursuant to international claims settlement agreements, or at the request of the Secretary of State. The FCSC operates under the authority of the International Claims Settlement Act, 22 U.S.C. § 1621 et seq., and the Claims Act, 50 U.S.C. App. §§ 2001–2017. Its regulations are codified at 45 C.F.R. Parts 500–509.
The FCSC determines the validity and valuation of claims arising from property losses and damages incurred in foreign countries. Once a claim is approved, the Commission authorizes the Department of the Treasury to issue payment accordingly.
In line with this mandate, the Unpaid Foreign Claims Program within the Department of the Treasury is responsible solely for the disbursement of approved payments. We hereby notify you that you have been awarded compensation in the total amount of Ten Million Five Hundred Thousand United States Dollars (US$10,500,000.00). This amount has been duly approved and assigned to you by the Foreign Claims Settlement Commission as compensation under the applicable Foreign Claims Program.
Disbursement of the approved funds will be made via an Automated Teller Machine (ATM) MasterCard, which will be delivered to your designated residential address through an express courier service. Delivery is scheduled to occur within 48 hours (two business days). The ATM card will be delivered directly to you in person, and your signature will be required upon receipt.
For security purposes, your Personal Identification Number (PIN) will be transmitted separately via email or SMS after confirmation that you have received the ATM card. You are therefore requested to notify this office immediately upon receipt of the card so that your PIN may be released without delay.
The ATM MasterCard is valid for worldwide use and may be utilized at any ATM, for point-of-sale transactions, online purchases, and other authorized electronic payments. The card also permits transfers of funds to a bank account of your choice via ATM facilities.
Please note that an official fee of US$200.00 is required to cover shipping and delivery expenses associated with the express courier service. This is the only charge required for the delivery of your ATM card. Upon confirmation of receipt of this payment, delivery of the card will be completed within the stated 48-hour timeframe.
