I believe Mr Browning has a contact in India who has access to local telecoms hardware and has setup sniffer devices in the various wire closet locations to achieve scambaiting ends… ? No issue with that, just one huge advantage over the rest of us. 
Others opine that he has injected different types of virus on the subject networks, but imo that’s a bit more questionable…
No one really cares what you believe
Scambaiting isn’t a competition. You have no proof to your speculations, and even if what you were saying was true you should remember that scambaiting is about making sure that innocent people don’t get thousands of dollars stolen from them. So what if Jim has a connection in India? This just means fewer call centers to steal money from people.
Get some proof and then feel free to share your beliefs.

Regardless what you believe or read, Jim is using effective measures to help victims, so why would you want to expose his techniques publicly, where scammers can find out about them and take counter measures to try thwarting his efforts?
The contact would have to be someone who has authority over many telecoms to accomplish your “speculation”, maybe you watched too many spy movies lately, eh?
