Plan:
Find location of scam (IP address)
Find VOIP carrier and number
Find domain info
Find personal number (if possible)
Find a prosecutor and contact authorities whom you can report the scam to
If the scam is overseas, and if you have to pay a fee, do it if you can afford it.
Do this repeatedly. Provide the authorities and prosecutors as much info as possible.
