I think its more than likely scam, or at least not legal debt collector. The tactics they use, like threatening ongoing (non-existent) legal actions.
They have either bought/obtained stale debts that are no longer serviceable or obtained data from compromised source, I think at least one of the scammy online pay-day loan places that went out of business had their database either sold or compromised.
I haven't dug into it, but noticed these same guys yesterday.
Legitimate debt collectors announce their calls as such, and state that "this is an attempt to collect a debt, any information obtained....blah blah."
I might test them later, the scam debt collectors will NOT send you the debt confirmation by mail.
