This appears to be a very long running phishing scam with Indians impersonating Bank of America
This number has received HUGE numbers of complaints. Let's start here:

I told him to read the number to me. He continued to press for the credit card # but I never gave it up. 1 800 421-2110 is actually a Bank of America phone # but they claim not to know how the scammers are using their #. I am now skeptical of BOA and plan to close my accounts. NEVER GIVE ANYONE YOUR INFO. They can not lower your interest rate - just steal your money.
