Guess, who the carrier is? PEERLESS NETWORK! An ugly abomination and disgusting filth enabling illegal robocalls. They were recently purchased by Infobip Corp and it’s not a bad idea to keep their leadership team in the loop (they MUST stop such illegal activities):

@MehNamesJeff - if you ever get scam and harassing calls from the network of Peerless Network, it is a good idea to emails the executives listed above. They are people from Infobip that has recently purchased Peerless Network and some of them seem to be pushing for more accountability there.
Since the criminals are impersonating Chase, it is a good idea to email Chase Corp’s executives about Peerless enabling such criminal activities on their network:
