I don’t recommend calling this number. I tested it and a US-based representative (old lady, definitely USian) answered the call. There’s also a bunch of recorded messages on YouMail from various US people who have left messages for debtors.
This is a 3rd party debt colledction agency working Chase accounts. It's legal for them to make the calls.
I don't know why this collector Chase is using tries to mimic local area codes (in this case San Antonio), but I suspect that is because they don't want to use an 8YY CID. They do leave voicemails telling debtors to call an 8YY number.
Recommend you do not call this.
