My XP is way over the minimum, and I’ve been active for what I suspect would be over the threshold.
Though, maybe it has been set to require accounts be active for a few months or something, and I actually just haven't yet met that requirement.
I see this update: System Update: The ability to add numbers to the BobRTC phonebook requires an XP score above 785XP and your account must be active for an extended period of time. Contact a TLS, Scammer.info or BobRTC moderator for more details.
...but I am curious that maybe it is just bugged atm, maybe from this being rolled out?
