Basically, in settings there’s an option to turn off caller ID. Would that work for scambaiting?

If you’re talking google voice, it just makes your call restricted.
It depends on your phone. You have a phone number which can have CNAM setup (basically just some text that is registered with the phone) and depending on what dialer (iPhones, X-Lite, etc.) they can read and display the name with it. For example, we are able to set our CNAM’s to our bait names.
I hope your using phone apps to scam bait.
