You’ll know why I think this is the best method once you read below. As an Indian, I had no idea that people from my country are scamming people from other country and damaging country’s reputation.
The best way to make Indian authorities take some action is to bring lot of pressure on Indian Government. It'll be very hard to do this if Scambaiters are just sending polite emails to Indian Police, as police will just ignore it. So, more Indians should insist Indian Government to shut down call centers. Indian Politicians will be more likely to focus on this if the request comes from Indians, as we are the ones who vote. I have seen this method work for other issues in India.
Lots of Indians are using twitter and other social media. So, mention about these scams on twitter and tag some people/news organisation with lot of followers. This way, news organisation and people might put pressure on Indian Government to shut down these call centers. Also, tag opposition party (Indian Congress) so that they can force ruling party (Modi's BJP) to take some action.
MENTION THAT IT IS A HIGH PRIORITY TO STOP THESE SCAMS AS IT'S DAMAGING INDIA'S REPUTATION WORLDWIDE. This might create lot of reaction from Indians, which helps spread the word.

I'm giving these suggestions for you guys as I'm really embarrassed (as an Indian), to know that people from my county are scamming people and giving bad reputation to India.
I do know that many scambaiters report to police and I appreciate it. I was just saying that police might just ignore emails from scambaiters if there's no pressure from public. For example, I have seen many videos of Jim Browning where he says that he got no response from police.
According to me, if the criminal justice system cannot cope with it, they have to increase their workforce or assign more people to it. This will happen only if politicians/more Indians get involved in this. Indian police will be more embarrassed and forced to take action/respond, if posted publicly on social media, and they are tagged.
I HAVE SEEN LOT OF CASES IN INDIA WHERE REQUESTS TO POLICE WERE IGNORED, UNTIL IT WAS POSTED PUBLICLY ON TWITTER/FACEBOOK.
Indian Police/Politicians will be forced to take action if it is posted publicly, as more Indians might put pressure about this issue. Even politicians might help, just to win votes/look good. Here is a news article about this
