I have a feeling that this is a really dirty scammer. Very desperate people will jump on a 3% rate not understanding their identity is being stolen. The rate for a loan is 12.43% on average and there is no way someone isn’t paying some type of up front fee - where after paying ‘Andrew Hawkins’ disappears.
That name keeps popping up I think with different variations I think of Gmail accounts.
