Additional information about this scam: They called from multiple phone numbers that were spoofed. The callback number is active now. It is 866-202-0732
The carrier is PEERLESS NETWORK - the scum of the Earth that seems to be turning a blind eye to robocalls and fraudulent activities.
Peerless Network has been operating under cease and desist letters from the FTC since March. They appear to be a safe haven for illegal robocalls and scams.
I’m thinking of organizing a Saturday to smash these bastards up and substantially cripple them.
You guys will never believe how many toll free numbers are active doing this same same scam and a few other variations which are similar in nature
I currently have Total 2858 numbers as of the end of Monday, 4 December 2023
broken down into these groups
13 in the 800 prefix
528 in the 833 prefix
688 in the 844 prefix
632 in the 855 prefix
736 in the 866 prefix
11 in the 877 prefix
249 in the 888 prefix
The guys I work with decimated them a couple of months back, when we took down several hundred of their numbers in an afternoon.
This was the reason the wholesale script change was made from Comcast X-finity to Spectrum as they changed numbers and set themselves up again.
Finding them isn’t hard to do, my search dialers often run overnight which is the easiest time to find these along with many other active blocks of scam numbers these criminal syndicates have ready to go for their refund and tech support bullshit
Since they are posing as Spectrum, I would recommend emailing Charter’s Exec Team (they own Spectrum) about Peerless Network turning a blind eye to such scam calls on their network. After all, they are tarnishing the good name and reputation of Spectrum by doing so. Their emails are:

Peerless is operating under a May 2023 Cease and Desist from the US FTC - maybe include the FTC in your complaints, agents email addresses included in the C&D.
“Within three business days, please send a message to FTC attorneys Fil Maria de Banate and Christian M. Capece, via electronic mail at [email protected] and [email protected], certifying that Peerless Network, Inc. has ceased engaging in the activities described above that may subject it to liability under the TSR or the FTC Act.”
With the no doubt 3000 (possibly more) numbers they are currently operating on, they have spread them out across multiple dozens of carriers, with no pattern to it whatsoever.
They’ve done this cleverly with a lot of thought and effort, so closing them down is virtually impossible via reporting to the carriers alone as there is so many of them.
When we took them out of commission a few months ago, they had 1914 known active numbers at the time on Friday 29 September 2023, before we slammed dozens of their numbers simultaneously which forced them to take every single number down which was then running as Comcast X-finity.
They stayed down for over a week, regrouped and brought a lot of the same numbers back to active status again with a complete menu change to Spectrum on most of them, some still have the old Comcast menu remaining on them, then added a lot more numbers to their already impressive collection.
The amount of toll free numbers active running any sort of fraud daily is staggering. I see it daily because I know which areas they occupy to operate from after many years of research and shutting down as many as possible daily.
Saying 10,000 toll free numbers to steal from innocent Americans would be a very conservative estimate sadly.
I partially agree with your overall assessment. However, there is very clearly a trend with some egregiously complicit VOIP carriers, where it is truly a pattern of non-compliance driven by greed, laziness, incompetence and selfishness. For example, Bandwidth and Twilio are generally willing to take action against TCPA violators on their networks pretty fast. Same goes for Verizon Business VOIP or AT&T. In my experience, they are willing to disconnect spammers and scammers.
However, it’s extremely rare to see it with Peerless Network, Telnyx and Onvoy/Inteliquent/Sinch. These 3 appear to be nasty ugly abominations that are too lazy/greedy/stupid to do anything to address the ongoing issue. I have nothing positive to say about those 3 entities.
