They’re doing CID screening. When you get “Call Rejected” that is coming from their PBX. Whatever CID lookup they’re using decided you’re not worthy and they boot ya. If you keep rotating numbers you can get in.
They're likely trying to block everyone from reaching them except the numbers they've dialed out to.

Yep I just tested this theory out and that’s what theyre doing.

The weakness for them is that they send out a massive amount of outbound calls to deposit threatning voicemails so that makes it easy to guess a number they've called if you just ramp the guesses fast enough. They're picking up for me now.
They’ve quit answering altogether… there wasn’t a busy sounding background when I did get through to them.
There's always one indian who hangs on the line trying to save his callcenter---allowing you to hear what's going on.
