No, I did not receive anything back from them. My email, with plenty of CC’s, not only that @scamterminator2021 provided, but to some contacts I have in the “abc” gov. community, was pointed and guaranteed swift action along with financial penalties if this continued. I ended it with “Enough is Enough”. So who knows who did what.

What’s the ABC GOV COMMUNITY? I just searched it up, says it’s to do with the Army/Army Benefits Center/Department Of Defence lol?? That’s mad contacts.
“abc” was just a generic term to not be too specific to the agencies. I contract (actually to the DOD, lol) and deal with a lot with cross-agency work. Favors beget favors if you get my drift. When I did my grad work at MIT, the guy who taught me the math algorithm encryption techniques was a contractor to the cia…his mind was one of the most brilliant I’ve ever come across. A great contact to have!
If we only we could have them hold ONVOY/INTELIQUENT and PEERLESS NETWORK accountable! Boy, that would be such a major RELIEF!

Dear Mr. ,
First and foremost, thank you for bringing this to our attention. We at IP Horizon take fraud seriously and do everything reasonable to investigate every complaint that we receive.
In your email you mention other scams outside of the numbers your provided. If you have any examples of these, please feel free to open a ticket with us at [email protected] and we will perform an investigation upon them.
In the case of the 3 phone numbers that you provided in your email, we had already received a complaint about those numbers the same day as your email and performed an investigation on them.
Results from the investigation:
- Those numbers have been blocked from being able to receive calls, and we have routed them to a recording stating a warning that the number was used for potential fraud. This way if someone else tried to call back the number they will have some warning.
- In this specific case we worked with the service provider of record that the numbers were sold to, the service provider performed an investigation, and came back stating they could not provide any evidence that their end customer was using the numbers in a legitimate fashion.
- The service provider stated that they were terminating the contract with that customer.
- We requested and received a list of all DID numbers that they had sold to this client, and we blocked and routed all those numbers to the same PSA recording as a precaution.
- The service provider of record has been instructed to perform an audit of their customers and have been informed that they are on a commercial probation. If we continue to receive complaints from their numbers for other clients, they have been informed that we will terminate the contract with them for all DID numbers.
With the most important part, the problem numbers being addressed, I do feel that it is imperative that we provide some clarity to some of the other things that was in your email.
- IP Horizon is a separate company from Call48.
- IP Horizon only offers DID (Direct Inward Dial) services to other service providers. IP Horizon does not provide ANY termination services to any customer. This would include termination (the ability to make outbound calls) to the customer of the phone number that you referred to.
- You mention a Cease and Desist, but IP Horizon LLC has not received any Cease and Desist from the FTC, FCC, or any other government organization. Your reference may be relating to the FTC Cease and Desist that was sent to HFA Services LLC, dba Call48, but Call48 is not the same company.
- Because IP Horizon is not involved in the actual terminating call flow, nor connected to the actual end users that have purchased the DID numbers from the service providers or resellers below those service providers.
- All abuse tickets that are opened with IP Horizon are investigated. All investigations include notifying the Service Provider of record that purchased the DID numbers.
- IP Horizon based on the investigations made may deactivate a DID that was used in a way that suggests misconduct. But as we are only responsible for the DID, we cannot actually stop any outbound calls from that number, nor can we prevent nefarious people from spoofing the numbers and using them even if they do not actually have the right to use them.
Since IP Horizon is not in control or the end user’s ability to make terminating calls, please make sure that for any complaints that you are communicating with your service provider to request that they initiate a Trace Back. That process would then allow ITG to find the real source of the calls and hopefully get it stopped at the actual source.
As I said before we at IP Horizon take these things very serious, and truly appreciate the notification of the potential fraud/scam. In this case we had already been working on it when your ticket was created, but in the future if you have other examples feel free to send them to us so that we can continue to try and be a part of the solution and help mitigate these potential situations.

That’s some great progress we made as a team! I really appreciate your support and follow-through on it. I think we “cornered” IP Horizon, and they had to do it. I have seen way too many situations where I was blatantly ignored or even mocked for reporting illegal robocalls and scams to them.
I think they are still full of it, but our strong collective effort made a huge and meaningful difference! Just imagine how many elderly and disabled folks we have saved from being scammed out of their money as well as having their identity stolen.
In one call today the same scammer asked about Medicare, Diabetes , firefighter and camp Lejeune
