Some VOIP carriers make extra coin by taking parked numbers (numbers that are no longer active and forwarding to a customer) and instead forward them to an advertising bot.
This is the same kind of ad bot that was banned in the 1990s when the TCPA law was created in the United States. Although in the 90s the telemarketing ad bots were actually making outbound calls. So instead what happens now is that some of these "telephone advertisers" will sell ad time and promise their clients X number of missed dials.
Think of it like typosquatting for domains. This is the same thing but for telephones.
