So, what I think is happening is that unethical American companies may be employing some illegal robocallers like Sansom/Merkavoix to call people in violation of TCPA as the first step. They are the infamous “lead generators” who are hated by everyone. These scumbags then transfer victims to US “handlers”. And some of them are likely engaged in identity theft operations targeting senior and disabled citizens. All of that is illegal.

It is very rare that I make an outgoing call to an insurance scammer. I just wait for them to call me. If the company I call has a foreign LLC designation in an American state, a piece of sh-t American lawyer might b-tch in a cease-and-desist letter. I personally think lawyers who write such letters are part of an ongoing criminal enterprise and should be prosecuted under the RICO statutes.
It is a valid point on your end. There are just a couple of things worth mentioning that may help clarify this one:

It appears to be Merkavoix/Sansom that is breaking multiple laws with their scamming and spamming robocalls, including to multiple people on the Federal DNC, such as myself and forum members here.

They are located purely in Pakistan. @OfclyGoodenough did some tremendous research on them.

They frequently seem to pose as Medicare, which is a crime in itself. We have recordings of them doing so, too.
It is entirely up to you how to deal with these ones. I’m just sharing what I observed with them. And yes, I agree that they should not even be allowed to have any US phone numbers, let alone attorneys representing them. After all, what business do Pakistani callers have contacting millions of regular American people?
