They can change the usage of the number to suit their needs.

516-507-3061 Publishers Clearing House - Sweepstakes / Lottery Winnings (SCAM) - #4 by sandbar It now answers as PCH, they may be currently telling victims to call 3064 for BOA. Or, they just forgot which greeting they have on the number when they sent out that last robocall. Both of these numbers have been in use for quite some time.
