I can’t control anything in my ipad or device, I need someone to help me, this guy or person keeps calling me over and if I decline they spam the call more and I can’t block them because I can’t tap on anything, please help!

@Snowball_x#117346 it’s scammers do not pay them! If there’s something blocking your phone, I suppose it’s a popup or fake app, try to get rid of that. Try to hard reboot your phone and see if that fixes it and uninstall any recent app you downloaded which might be a reason for this. If it happened while browsing then it’s just a popup I suppose.
EDIT: it was fixed doing a soft reset: press and hold both the power button and the home button at the same time until the Apple logo appears and the device is restarting.
neep, a template just keeps popping up, like a template like how your phone is about to die but it says, call or cancel, everytime I press cancel, it pops up again, if I press call, it calls them and hangs up immediately, also, when I try to restart my ipad, the template pops up again and again, I did not give them access, this person is unknown
