Bad connection
Yes @drwat, my first call rang a couple of times but then the ringing stopped and I heard loud static noise,
My second call was answered by a guy who spoke very fast when he gave his initial greeting, so I asked nicely if he could repeat himself but he never answered, and the call dropped or maybe he hung up.
The third and most recent time I called, the call was answered after a couple of rings but there is only silence. The counter on my TextMe call to this toll-free (833) 239-0952 is ticking still and now is at 14 minutes and 51 seconds.
