  • The victims, Joe and Sarah Strohmenger, were deceived into paying $8,734/year for a ā€œbare-onesā€ health insurance plan from Quick Health a Reading, PA-based company that’s been banned in four states for deceptive marketing.
    • The FBI, with state insurance officials, have questioned employees and seized computers from the company.
  • When signing up, Joe was also signed up for a fake job at Outreach Data Partners, LP, which falsely claimed to operate from a UPS Store in Atlanta, Georgia.
    • His fake job requires him to install an app on his phone that will harvest his personal data and sell it to advertisers.
    • The PO Box Outreach uses is shared with over a dozen entities, including Consumer Data Partners, American Partnership Group and Socios Buenos.
  • When attempting to get a refund, Joe wound up paying $20,000 for additional policies that don’t cover anything at all! Worse is the fact that the NY State Dept. of Financial Services REFUSED to resolve their complaint!
  • The culprit behind the entire scheme was identified as Bill Bryan, a wealthy 66-year-old Californian behind television sitcoms like Night Court.
    • Bryan and business partner Arjan Zieger operated Suffolk Administrative Services, LLC and Providence Insurance Co. out of Puerto Rico to handle almost every aspect of the data companies’ health plans.
    • Bryan distributed these plans through a network of telemarketers (most based in South Florida) in 2018.
    • Bryan has claimed that he monitors agencies and terminates those with shady practices. This includes Quick Health, who was ā€œcut off years agoā€ but continues to sell his plans to this very day!
    • Bryan, Zieger, and two of their companies were sued by the Labor Department for improperly pocketing millions of dollars in an employee-benefits business separate from the fake job plans.
  • A similar company, Vitamin Patch, LLC, enrolled victims into a fraudulent multi-level-marketing (MLM) business to sell their ā€œinnovative, time-released topical patchesā€ that ā€œare designed to deliver supplements directly through your skin and into your bloodstream.ā€
