Simple explanation:
A hosting company stores code for a website (like a company would have huge server racks, hosting companies do it for them). A domain registrar provides the “domain”, like this: google.com or scammer.info
Just search “lookup domain” or “lookup hosting provider” online. Then take that company and Google its name, followed by “report abuse” (like “namecheap report abuse”). If you can’t find that, just report it to their name customer support. Some lookup tools already have the abuse contact listed for you.
