One of them said: “Please do not include me in your emails to the carrier, going forward. There are dedicated websites to report such fraud etc”. I think some of them do not want to be seen by carrier. Or maybe they don’t want to be witnesses to lawsuits and subjects to discovery process that takes place when there are lawsuits and some back-and-forth communication like that.

I was able to obtain another valuable piece of intel for our cause. Josh Stein is North Carolina’s Attorney General. He leads the Anti-Robocall Nationwide Task Force and directly communicates with the Feds on this subject. You do NOT have to reside in North Carolina to contact him on this subject, since almost all other 49 states’ AGs are part of this task force.
