Think of all the time and energy put into this. Imagine what their country could like if they actually put their efforts into doing work for their own people.

Well said! If we take a look at the 3 nations mostly involved in the majority of scamming (India, Pakistan and the Philippines), it is obvious that they’re very far from looking “glamorous, fancy and spectacular”. In fact, they’re not even remotely “habitable” for most part. Perhaps, they should focus on their deep internal issues and dysfunctional political environments before they blame the Western world for their never-ending misery?

Today is Tuesday, 13-Aug-2024. It’s 11:44 AM Central Time here in the good ol’ U.S.A.

(888) 682-1109

I just called for the first time today. Someone answered but did not say anything. I could hear some criminals on phone calls in the background. Trying to use a much lower pitched voice than my normal voice that I was using NUMEROUS times yesterday when I was calling, I asked if you can hear me but whoever answered did not say anything and hung up.

I called just now for the 2nd time and a guy answered by asking, “What do you want?” I replied, “I want what thousands of Americans want. WE want to bait and harass you every minute of every hour of every day of every week of every month that you criminals work.” He asked, “Who do you want to speak with? Jonathon, [Some other First Name], [Yet a Different First Name]?”
I replied, “Do you not understand English, you stupid criminal. I just told you what WE want.”
Haha, he hung up.

So it seems this number is active at present.

EDIT:
About an hour later, today, 13-Aug-2024, I called and a guy answered. He must recognize my Text Free number because when he answered, he immediately asked, “What are you doing? Why are you calling?” Like yesterday, the IVR system is still pressing 7.

Not surprised. Medicare scams almost always appear on the network of Peerless or Onvoy. I called the scamming fake “Joseph” back and cursed him out a few times!

I would recommend sending them the legal demand to [email protected] in that regard. I’d use something like this:

Subject: Legal Demand for Investigation and Action Regarding Impersonation of Medicare

Dear Legal Team of OpenMarket,

I am writing to formally demand that OpenMarket immediately investigate and take action regarding serious misuse of your telecommunications services. It has come to my attention that the telephone number 262-328-8398 on your network is being used for illegal activities involving impersonation of Medicare.

This fraudulent activity violates several laws and regulations, including but not limited to:

  1. The Federal Wire Fraud Act (18 U.S.C. § 1343): The use of telecommunications services to commit fraud, including impersonation schemes targeting Medicare, constitutes wire fraud, which is a federal offense.

  2. The Telemarketing Sales Rule (16 C.F.R. Part 310): This rule prohibits misrepresentation and deceptive practices in telemarketing, including impersonating government agencies such as Medicare.

  3. The Health Insurance Portability and Accountability Act (HIPAA) (42 U.S.C. § 1320d et seq.): Impersonation of Medicare involves unauthorized use or disclosure of sensitive health information, potentially breaching privacy protections under HIPAA.

  4. State Fraud and Identity Theft Laws: Various state laws address identity theft and fraud, including laws that criminalize impersonation of government agencies.

The illegal use of your network for these purposes is not only harmful to individuals but also undermines the integrity of your services. As such, we demand that OpenMarket:

  1. Investigate the telephone number 262-328-8398 to identify and take action against those responsible for this fraudulent activity.

  2. Suspend the use of the aforementioned number pending the results of your investigation.

  3. Report the findings of your investigation and any actions taken to relevant authorities, including law enforcement and regulatory agencies.

  4. Implement additional safeguards to prevent similar misuse of your services in the future.

Please acknowledge receipt of this demand within seven [7] business days from the date of this letter. We expect a timely and thorough response to address this serious matter. Failure to act promptly may result in further legal actions to ensure that appropriate measures are taken.

Thank you for your immediate attention to this urgent issue.

Sincerely,

Your Name

Unfortunately, Infobip doesn’t care.

Well, yes, true. However, I have noticed when people send legal demands to their main attorney [email protected], it sometimes makes a difference and they take down some numbers.

They take action when forced to and facing a potential liability. It won’t hurt to try this alternative route by sending the legal demand, I think.
