Here is the issue with the wholesaler argument:
Onvoy shows up as the carrier. We have no way to find out what customer they’re selling to, and therefore no way to contact their customer.
This is why Onvoy has the responsibility to forward our reports to the customer. Then, if the customer does nothing about it, Onvoy has the responsibility to suspend the customer’s ability to sell numbers to resellers willing to enable scammers.

Yes, and this is the exact loophole in the law that they are using. I’m very confident that it is often the same exact clients of theirs that are involved in scamming and harassing behaviors. They obviously are aware of it, because numerous people bring it to the attention of Onvoy’s legal team. They however choose not to do anything about it. They’d just send a notice of concern to their client and this is where it ends. A reputable good wholesaler like Twilio would eventually end all relationships with egregious violators. Onvoy obviously does not do it. They appear to tolerate scams and harassment. They also fight scam victims and concerned citizens like us whenever we report scams to them.
In my experience, it is mostly Onvoy, Peerless Network and IP Horizon that do a bare minimum of addresing this issue. Other industry players appear to take it extremely seriously. Again, I have had very pleasant and positive interactions with Bandwidth, Twilio and many others, for example.
